If Kevin opts for a different form of coverage than COBRA`s choice, his offer from NORCOM has no value (although NORCOM saves a little money). There are many reasons why laid-off employees choose COBRA over other insurance options. Some don`t want the effort to buy the marketplace hedging or see few attractive market options. Others simply prefer the devil they know – why, ultimately, would they risk buying a new plan that might not cover preferred services and doctors or have a terrible service? In addition, some people are offered subsidized COBRA under a severance pay plan or are courted by a new employer willing to pay COBRA premiums to cover the former employer`s program. . . .
